Implements a 'config' command for MyCoder CLI that allows users to manage global configuration settings using a familiar syntax similar to npm and gcloud.\n\n- Added get, set, and list subcommands\n- Supports different value types (string, boolean, number)\n- Stores configuration in the .mycoder directory\n- Provides clear error messages and examples\n\nFixes #68
